A plan aimed at encouraging urban renewal in downtown Tel Aviv and creating a new and versatile supply of apartments, while preserving the existing fabric and while setting a construction framework for each quarter, as per the urban development policy.
The Quarters Plan does not detract from any rights set out in previous plans.
The plan defines a box of rightsany rights left out of the box shall no be realized.
This is while making a distinction between a basket of rights for a new building and a supplement to an existing building;
- Simplifying the licensing process both for the system and the public.
- Encouraging renewal and renovation of buildings which exhausted their building rights.
- Reinforcing buildings against earthquakes (as per TAMA (NOP) 38)
