The plan applies to the southwest area of the Neve Tzedek neighborhood, near the beach and north to the old Menashia train station, across an area of about 62 dunams. The plan perimeter applies to the historic neighborhood of Neve Shalom, founded in 1890 by Zerach Baranet. The plan maintains the historic building fabric: Low building with high land cover, frontal building line of 0 m, narrow streets and red roofs. The program preserves the historical and architectural values ​​of the neighborhood.
