The plan's area is located at the present historic city center.This refers to two bordering parcels designated as a special commercial and residential area in Plan HR/1485. One on Sokolov Street - the main business street of Herzliya, and the other in Sderot Chen, perpendicular to Sokolov Street, forming a boulevard-pedestrian mall with decades old ficus trees. The lot currently hosts old buildings used for trade. The plan alters the construction proposed in the present plan. The plan proposes to increase the number of residential apartments within the plan's area, change the location of the public plaza, define architectural construction and design, including determining building lines, and areas with public easement.
